Declining performance of Malaysia's civil service, World Bank report



KUALA LUMPUR: The performance of Malaysia’s civil service has been declining since 2014, according to a World Bank report, which also expressed concerns about the sustainability of the country’s public sector wage bill.

The report, which came about following the visit of World Bank vice-president for East Asia and Pacific Victoria Kwakwa to Malaysia last December during which she met the Prime Minister, also ranked Malaysia lowly in its indicators for accountability, impartiality as well as the transparency and openness of its public service.

The report – which is included in the World Bank’s six-monthly economic monitor on Malaysia – will be formally launched today.

World Bank lead public sector specialist Rajni Bajpai said that while Malaysia was doing better than others in South-East Asia, there was a very “big gap” in the performance of its civil servants with Organisation for Economic Co-operation and Development (OECD) countries.

She said the report decided to compare Malaysia with the OECD countries as it was hoping to move from a middle-income status country to that of high-income.

“When you compare Malaysia with others in the region, Malaysia has been doing pretty well but we see that the performance has stagnated.

“If you look at the indicator for government effectiveness, Malaysia is still above in the region but in 2018, the performance is below that of between 1991 and 2014.

“If you take the average of that period between 1991 and 2014, it was higher than that in 2018, which means the performance is declining,” she said in an interview.

There were also some indicators in which Malaysia ranked even below the region, said Rajni, adding that this included accountability, impartiality and the openness of its public sector.

“There is a strong perception ... that recruitment of the civil service is not fair and neutral (with) Malaysia scoring very poorly on the indicators for impartiality in the government.

“It’s the lowest ranked, even below the region and way below the OECD,” she said, adding that the government in its election manifesto had suggested setting up an Equal Opportunities Commis­sion meant to tackle discriminatory practices in both the public and private sector.

“Malaysia also scores very poorly on the openness indicators. Malaysia is not a very open economy in the sense that data sharing is a very big problem.

“The government does not share of a lot of data, even within its own departments or with the citizens. “And citizens’ feedback and voices are not factored by the government into the design of programmes,” she said, adding that the report would suggest the setting up of an institutional and legal framework for open data sharing.

Another indicator that Malaysia performed “not very well”, according to Rajni, was in digitisation and technological advances, which the government had not been able to integrate into its system to provide services.

The report, said Rajni, also focused on another critical element in Malaysia’s civil service, in that the recruitment, which was carried out by the Public Services Department, was overcentralised.

Describing Malaysia as one of the “most overcentralised”, she pointed out that in many countries, this function had been devolved to other departments and even state governments.

“Overcentralisation does not allow for the people who actually need the public servants to do certain jobs ... because they don’t have the right people or the recruitment takes a very long time,” she said.

OECD countries, said Rajni, had been using a competency framework for the recruitment of their civil service, which defined the kind of roles and skills needed in the public sector, rather than taking in people generally for everything.

Among the indicators that Malaysia performed very well were for the ease of doing business – for which Malaysia is ranked 15th – and the inclusion of women in its civil service.

“Women occupied almost 50% of the civil service although there are some issues with women in higher management,” said Rajni.

Other indicators that were highlighted in the report included political stability, regulatory quality, rule of law and control of corruption.

‘Degree and awards-buying show poor character and stand to lose credibility’

Politicians having degrees and certificates from questionable higher learning institutions make for bad optics and show poor character, say political analysts.

However, many do it to raise social standing or to win over the masses.

Universiti Malaya law lecturer Assoc Prof Dr Azmi Sharom said that knowingly getting degrees from dubious institutions displayed a lack of confidence in oneself and a lack of good character.

“To actually purchase your degree from these places, then to show off about it, for me it’s not a crime but a sign of poor character.

He was commenting on remarks by Deputy Foreign Minister Datuk Marzuki Yahya who said his degree was from the Cambridge International University in the United States, after previously saying he had a degree from the University of Cambridge.

Dr Azmi said he did not believe that Marzuki should lose his job over this matter but that it was done in poor form, adding that people cared more about politicians holding public office doing their job well rather than what certificates they possessed.

“It’s not necessary to have a degree to be a politician, but it would inspire confidence in the public if ministers were academically qualified in the field that they were working on.

“For example, the current minister in charge of environment (Energy, Technology, Science, Climate Change and Environment Minister Yeo Bee Yin) is very qualified in her field and it is very reassuring to know that,” he said.

However, Dr Azmi added that having a degree for a minister was not a “be all and end all” as they could still learn on the job.

Universiti Sains Malaysia political analyst Prof Dr Sivamurugan Pandian said politicians buy dubious degrees because they felt that this was important to boost confidence and trust among the masses.

“Some quarters of the public think they will be served better by having lawmakers with education credentials.

“In fact, some who are interested to become politicians feel it’s a disadvantage without a higher education.

“For those who don’t have one, they are willing to go to the extent of finding a dubious degree without realising the consequences in this new information world,” he said.

Prof Sivamurugan believed that politicians with dubious degrees should come clean or voluntarily resign to avoid further damaging the party’s image as the new Malaysia was about integrity.

“However, Marzuki’s case must not be politicised and his party must give him a chance to defend himself,” he added.

In 2017, there were suggestions to the Higher Education Ministry to vet lawmakers with fake credentials, said Prof Sivamurugan, adding that it showed that this was nothing new in Malaysian politics.

UiTM Sabah political science lecturer Mohd Rahezzal Shah said the people will question future decisions made by Marzuki as well as his character and integrity if it was proven that he knowingly bought a certificate from a degree mill.

“If knowing full well that these institutions are degree mills, yet they still get degrees from these places, then it really shows their characters.

“People will judge him (Marzuki) based on that and they will judge his judgment as a leader in the future,” said Rahezzal.

Marzuki, who is also a senator and Parti Pribumi Bersatu Malaysia’s secretary-general, also stood to lose credibility if he claimed that he did not know that the Cambridge International University was a degree mill as a simple Google search would have raised a lot of questions, said Rahezzal.

“As a deputy minister, he is involved in decision-making processes everyday. If he can’t even get the facts right for his degree then he will lose credibility,” said Rahezzal.

He added that many of those who have in the past been caught with dubious degrees were from among prominent businessmen and politicians who wanted to raise their social standing.

“They need to have degrees from foreign countries and the easiest way is to buy them,” he said. The Star

Checks on the US-based Cambridge International University from which Deputy Foreign Minister Datuk Marzuki Yahya obtained his degree in business administration have raised more questions on its legitimacy.

The faculty members on the website listed one “associate professor”, Dr Patricia Powell, whose profile picture bears the watermark of international online dating site AnastasiaDate that predominantly features East European women.

The profile pictures used for five other women in the adjunct faculty members’ list also looked suspiciously like that of fashion models.

One “Mrs Josephine Fernandens” posed with a pout against a green backdrop while a “Dr Teressa Jane Bright” had bare shoulders and eye makeup fit for the runway.

Other faculty and adjunct faculty members also bore suspiciously low resolution profile pictures.

Attempts by The Star to email multiple faculty and adjunct faculty members for clarification failed when the mail delivery subsystem noted that these email addresses could not be found or the server was unable to receive mail.

The response from the remote server read: “550 No Such User Here”.

With 150 programmes offered, the institution, which claimed to have existed since 1990, only had 12 faculty members and only 13 adjunct faculty members listed on the website.

A Google search on the names of each faculty and adjunct faculty member turned up nothing, neither a LinkedIn profile nor research papers published under them.

Marzuki, who previously said he had a degree from the University of Cambridge pursued through a distance learning programme, admitted on Wednesday that his degree was actually from the Cambridge International University in the United States.

Since that admission, the institution has come under intense scrutiny and increasing suspicion that it is a “diploma mill” that awards degrees with little or no study.

According to higher learning websites, indicators that an institution may be a diploma mill: it is not accredited; doesn’t have a physical address or location listed on the website; admissions entirely depend on a valid Visa or MasterCard; and the website not having an (.edu) web domain.

On its website, Cambridge International University admits it has not been accredited by an accrediting agency recognised by the US Secretary of Education, adding that “accreditation is a strictly voluntary option in the US”.

“There is no mandate by federal law for a school, college or university to be accredited. Many good schools are not accredited,” it said.

There was also no physical address or location of the institution’s office listed on the website, which also does not have the (.edu) domain.

Cambridge International University has no affiliation with the prestigious University of Cambridge in the United Kingdom.

Huge Civil Service Size, Attractive Emoluments and Benefits are costing Malaysia !

The attractive emoluments and benefits in the public sector are costing the country, say experts.


THE civil service had never been *Sofea Mohd’s dream job but in the current competi­tive job market, the final year Economics student at a local public university is seriously weighing the option. Especially since she was offered a temporary position at a ministry where she had just completed an internship.

“My seniors advised me to take the offer – one said she had to wait years before she got a job, another said he had to work in a fastfood restaurant and sell pens and children’s books on the street, so I thought I should listen to them and just take it.

“They say my chances of being hired permanently will be higher then,” says the 22-year-old.

The main reason she decided to accept the offer, however, is the pay, she tells, “It’s not as low as people say. I will get a daily wage but I can earn at least RM2,000 a month. The pay for permanent staff is of course better.”

Her friend *Azman Jailani dreams of starting his own business but is also planning to join the public sector after graduation.

“That’s what my parents want me to do. They say there is more security in the civil service. I can start my business later if I want,” says the final year business studies student.

With the academic year coming to a close at most tertiary institution in the country, many graduating students are preparing for the next chapter in their life. And like these two, many are looking at the civil service for a job guarantee.

It was reported recently that the Public Service Commission received 1.56 million applications last year to fill 25,046 job vacancies in the public sector. In 2015, the PSC received 1.63 million applications for 24,606 vacancies.

While the attraction of a government job is well-noted – long-term security; a pension scheme; cheap, if not free, healthcare; easy loans – many job seekers are now drawn to the public sector because of its pay.

The pay for the public sector, especially for entry-level jobs, is on par with the private sector, says Malaysian Employers Federation (MEF) director Datuk Shamsuddin Bardan.

“It has to be noted that public sector wages have risen, in some cases outstripping the wages in the private sector. And that is only the basic pay. When you add the different allowances and bonuses, the public sector’s salaries – perhaps except for those at senior management level – could be more attractive than that of the private sector.

“Then there are also many benefits for civil servants such as house loans and healthcare benefits for them and family that continue even after they retire.

“In the private sector, the health insurance coverage ends when you leave a company’s employment or retire,” he says.

But the attractive emolument and benefits in the public sector have come at a price for the country, say economists, one that Malaysia will not be able to afford in the future. In fact, some believe it is already hurting Malaysia’s economy – it has been reported that it will now cost the nation more than 40% of government revenue to maintain the public sector.

Experts have pointed to its sheer size as a reason for the burgeoning bill of the civil service.

In February, Second Finance Minister Datuk Seri Johari Abdul Ghani told a local Chinese daily in an interview that it is a growing challenge for the Government to run the public sector due to the rising costs.

“One of the issues that we have to address is the ever-increasing government operating costs and expenses.

“For example, we have about 1.6 million civil servants, which is one of the world’s largest proportion of civil service,” Johari was quoted as saying.

With a population of 31 million, this means Malaysia has a ratio of one civil servant to 19 people, said the news report, which cited corresponding ratios for other countries in comparison: Singapore (1 to 71 people), Indonesia (1:110), China (1:108) and Britain (1:118).

The reported size of the civil service caused a stir, with the Public Service Department director-general Datuk Seri Zainal Rahim Seman refuting criticisms that the civil service is oversized by reiterating Chief Secretary to the Government Tan Sri Dr Ali Hamsa’s statement that the size of the civil service is a matter of definition under the Federal Constitution, which includes the police, the armed forces, and healthcare and education personnel.


As Zainal Rahim told the press, the actual size of the civil service would only be 682,790 should Malaysia adopt the same calculation used by other countries. This would make the ratio of civil servant to population as 1 to 44, instead of 1:19, he said.

The Organisation for Economic Co-operation and Development, meanwhile, put Malaysia’s employment in the public sector as only 10.8% of the total labour force in 2013.

But as Johari highlighted, the fact is, emoluments make up the biggest portion of the Government’s operating expenditure, and that cost has been and will keep expanding.

“In 2003, the pay of public servants totalled RM22bil but it increased to RM74bil by 2016. In 2003, the pension of civil servants was RM5.9bil and in 2016 the amount soared to RM19bil.”

This year, some RM77.4bil have been allocated in the 2017 Budget for public servants’ pay and some RM21bil for the pension and gratuity payments of retirees, which is about 45% of the allocated operating expenditure of the country.

The challenge to cover the spiking cost is intensified by the declining Government reve­nue, the vernacular newspaper reported Johari as saying.

“In particular, revenues from the palm oil and natural gas industries, which generated profits of about RM65bil in 2014, fell sharply to RM30bil in 2016,” he was quoted.

Concurring, economist Dr Yeah Kim Leng says the rising operating expenditure is also a concern due to its impact on the country’s development.


“Over the last decade or so, we are seeing the operating expenditure in the government budget expand to the extent that we are not able to expand the development expenditure,” says Dr Yeah, who is an economics professor at Sunway Business School.

Some RM214.8bil was allocated for operating expenditure in the 2017 Budget while only RM46bil was allocated for development.

“By right, the development expenditure should be half of the budget if we want a dynamic economy as we see in many countries, especially in the developed countries,” he adds.

“But in Malaysia, the development expenditure has shrunk to as low as 20% of the budget. This will have a multiplier effect on our economy.”

He argues we should be spending more on our development, both in increasing the quantum of development expenditure and at the same time focusing the development expenditure on the right sectors – not just hard infrastructure but also soft infrastructure like social and human capital development.

“This is important in improving the quality of our workforce and their skills, in terms of boosting the talent development that can push the frontiers of growth in the country, especially in science and technology and other emerging knowledge and industries.

“The Government needs to attract investments in these new sectors, so that is why development expenditure is one of the key contributions to spark growth in those sectors and accelerate the growth of the economy towards becoming high end, high value.”

He points out, various studies have shown that the country’s civil service is big, with a low productivity rate.

“Regardless of how we calculate the total, we definitely have more people in the public sector than necessary, and studies have shown that labour productivity is quite low for the public sector.”

Rightsizing the civil service is the way to go, he asserts, but it should be treated as part of the continuous effort of improving the efficiency of its delivery service.

“The key is to be able to provide the services required by the people optimally, which is at the smallest number and lowest cost possible without sacrificing the quality of service,” he says, stressing that the underlying note is that “we should be getting bigger banks for our bucks, that is the taxpayers’ money.”

Crucially, Dr Yeah adds, while rightsizing the civil service is important to sustain growth, it is important that we rightsize without disrupting economic growth in terms of the employment situation in the country.

“We have to ensure meaningful employment for all while sustaining a low unemployment rate so that we can maintain the domestic economic growth momentum.”

Any prudent government would seize the opportunity to rightsize and enhance the public sector efficiency, Dr Yeah says.

“It is important to rightsize gradually and incrementally at a pace that does not disrupt the economy.

“Because the risk is that if we are hit by a downturn and the government is forced to undertake the pending cuts then that would be more painful and damaging to the economy. There would be a loss of productive capital when we face that kind of situation,” he says.

Tan Sri Mohd Sheriff Mohd Kassim, immediate past president of the Malaysian Economic Association (MEA) also believes it is time for Malaysia to rightsize the civil service due to the huge sum of civil servants’ salaries and pensions in the government expenditure.

As he had told the “Economic Governance: Public Sector Governance” forum in February, it could be a problem for Malaysia if it runs into a financial crisis and rightsizing is “better sooner than later” if Malaysia wanted to avoid falling into a Greece-like crisis, where the European country had to cut salaries and state pensions for its civil service.

“It is worthwhile to do it now while we can still afford it.

“I think we should do it gradually. It is kinder to do it now with incentives than to suddenly cut their salaries and pensions at a time when they can least afford it,” he was reported as saying.

Mohd Sheriff, who is also the former Finance Ministry secretary-general and Economic Planning Unit director-general, points out that there are ways of rightsizing in a humane and caring manner including providing free courses on skills development that will make people employable in the right sector like ICT, English, basic accounting, corporate law and others.

He says with the right skills, many would even leave the service on their own accord to improve their lives.

Dr Yeah agrees.

“While their pay is comparable to the private sector, many of the second layer and support jobs in the civil service have low long-term prospect,” he says.

“If their skills are improved, they and their families could get better prospects for the future. And if they are forced to look at other opportunities in the private sector or in entrepreneurship, in the end they could be better off,” he says, pointing to some of the initiatives already taken to rightsize the civil service and improve its productivity and efficiency, especially under Pemandu.

Dr Lee Hwok Aun, senior fellow at the Institute of Southeast Asian Studies in Singapore, says the Government should explore different ways to raise more revenue, such as by introducing a capital gains tax.

As a former lecturer at a Malaysian public university, Dr Lee says he can appreciate the enormous difficulty of rightsizing the civil service.

“The projected increasing burden of civil service salaries and proven continuous increase of operational expenditures in overall federal government spending, at the expense of investment, are major causes for concern. And the size of the civil service matters, but the long-term issues are even more complex,” he says.

For the civil service to be effective, nimble and efficient, it will need to attract and retain talent in certain sectors – which means paying higher salaries, especially for key positions such as teachers, he says.

As he sees it, the main problem is over-bureaucratisation.

“There are various unnecessary administrative posts, which add cost and tend to perpetuate procedures and heavy paperwork. I can attest to this from my experience working in a public university. An overhaul of administrative strategy and operations is probably necessary in many departments, before making any staff reductions. If not, when staff retire or relocate, the same amount of tedious work becomes distributed among fewer people, causing service and morale to decline,” he says, adding there will also be resistance from civil servants who stand to lose their pension if they leave.

“We should be understanding and merciful about this situation. Forms of compensation, or the option to convert from public sector pension to an EPF lump sum, could be explored.”

MEF’s Shamsuddin concurs, pointing out that there are also a lot of duplications of service and work at the federal level and state level and so on.

“A good example is tourism where there is a tourism agency at the federal level while the state has its own tourism Exco and office.

Duplications impact the private sector as it is a problem to deal with different government agencies to get something done. When there are too many agencies, that will bound to cause delays,” says Shamsuddin.

Dr Yeah says it is imperative for the Government to enhance the efficiency of the delivery service and effectiveness of the public sector across the board, such as putting them to work in priority areas and where they will have the highest impact.

“Crucially, when we focus on improving productivity through redeployment, retraining and re-skilling, quite naturally, we will be rightsizing.”

It can even be a win-win situation for the public servants as a smaller number of employees that commensurate with a higher productivity will mean an increase in profit, so the civil servants can receive higher wages, he notes.

Still, Dr Yeah feels the public sector’s emolument bill should be capped.

“We need to ensure that the public sector wages do not exceed the workers’ productivity or rate of inflation, as that itself will lead to a productivity decline.

“We should cascade it so that the wages in private sector could rise in tandem with thepublic sector,” he says, adding that at the same time the size of the civil service needs to be reduced. “If we don’t rightsize and instead create more civil service jobs, it will be a downward spiral.”

The Government also needs to enhance Malaysia’s investment climate and attract more foreign investments, he adds, “The strategy of the country should be to push for private sector growth, especially in new and emerging areas which would boost demand for highly skilled labour.”

Ultimately, says Dr Yeah, the public service sector should not be the job reserve or employer of the last resort in the country.

To achieve this, we need to stop the disproportionate interest in the public sector which is not healthy for the economy, he says.

“We should be steering the workforce towards the private sector or they should become entrepreneurs so that they can raise their income opportunities and create jobs.” The tightening of the job market can lead to higher investment, higher productivity and higher wages, Dr Yeah notes, “This is the virtuous cycle we need to kickstart to sustain an economic growth for the country at a higher level.”

Call on the Government to downsize the country’s bloated civil service

KUALA LUMPUR: One of Malaysia’s former top civil servants has called on the Government to consider downsizing the country’s bloated civil service, while it still can.

Malaysia has the highest civil servants to population ratio in the Asia-Pacific, employing 1.6 million people or 11% of the country’s labour force.

And that could be a problem Malaysia may not be able to sustain if it runs into a financial crisis, said Tan Sri Mohd Sheriff Mohd Kassim, the former Finance Ministry secretary-general and Economic Planning Unit director-general.

He said if the Government was really set on keeping the national deficit at 3%, it needed to look at retrenching employees, particularly in the lower levels of the civil service, to cut spending.

“Government bureaucracy has grown so big that it’s not only taking up too much resources but creating many failures in our finance economy. There are just too many rules and regulations that the public and private sector have to live with,” he told a delegation of economists, politicians and government officials at the Malaysian Economic Association’s forum on public sector governance.

He advised Malaysia to begin downsizing the civil service, “better sooner than later” if it wanted to avoid running the risk of falling into a Greece-like crisis, where the European country had to cut salaries and was unable to pay pensions for its civil service.

Drawing examples from the recent Malaysia Airlines restructuring, where 6,000 people were retrenched, Mohd Sheriff said it was better to let staff go now and compensate them with retrenchment packages while the Government can still afford it.

“It may cost the Government a heavy expenditure now but it is worthwhile to do it now while we can still afford it and not until we are forced into a financial crisis like Greece.

“We don’t want to be in that situation. I think we should do it gradually. It is kinder to do it now with incentives than to suddenly cut their salaries and pensions at a time when they can least afford it,” he said.

Malaysia is expected to spend RM76bil in salaries and allowances for the civil service this year, on top of another RM21bil for pensions. Efficiency and corruption dominated talks on the civil service at the forum, held at Bank Negara’s Sasana Kijang.

Mohd Sheriff, who is also former president of the Malaysian Economic Association, said these issues have been around since his time in the civil service decades ago though not much has changed due to a lack of political will.

In jest, he suggested Malaysia emulate United States President Donald Trump’s idea on downsizing the US civil service by closing down two departments of the Government if it wanted to open another one.

He also suggested that Parliament create a committee to monitor the performance of top civil servants and give them the ability to retrench these officers if they fail to meet their marks.

“In many countries, even Indonesia, they have committees to hold Government leaders to any shortcomings on policy implementations and projects.

“These are the kinds of checks and balance we need to make our civil servants aware that they are being monitored for their work and they can be pulled out at any time,” he said.

Finance Minister II Datuk Johari Abdul Ghani had said Malaysia’s ratio of civil servants is one to 19.37 civilians and that the high number of Government staff had caused expenditures to balloon yearly.

As a comparison, the ratio in Indonesia is 1:110, in China it is 1:108, in Singapore it’s 1:71.4 and in South Korea the ratio is 1:50.

Despite this, Johari said there were no plans to reduce the number of civil servants.

Every year $1 trillion is paid in bribes while an estimated $2.6 trillion are stolen annually through corruption – a sum equivalent to more than 5 per cent of the global GDP. In developing countries, according to the United Nations Development Programme, funds lost to corruption are estimated at 10 times the amount of official development assistance.

Corruption is a serious crime that can undermine social and economic development in all societies. No country, region or community is immune. This year UNODC and UNDP have developed a joint global campaign, focusing on how corruption affects education, health, justice, democracy, prosperity and development.

The 2016 joint international campaign focuses on corruption as one of the biggest impediments to achieving the Sustainable Development Goals (SDGs).

KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) has urged the public to work with the agency to curb graft and make the country a corruption-free nation within three years.

Its chief commissioner Datuk Dzulkifli Ahmad said efforts to combat corruption and abuse of power did not lie exclusively with MACC and should be supported by the society at large.

“Firstly, we must hate corruption. Secondly, we must reject corruption and thirdly, the people must cooperate with MACC to fight corruption and abuse of power,” he told pressmen yesterday during a MACC walkabout session held in conjunction with International Anti-Corruption Day.

Dzulkifli said he appreciated the support given by people regardless of age, race and religion because “corruption is detrimental to all layers of society”.

The MACC team and NGO volunteers distributed leaflets to RapidKL LRT passengers at 15 stations during the walkabout.

Among others, the leaflets stated that corrupt practices also included those who offered bribes to officials or made false claims for work or services done.

“If one does not report a corrupt practice, one is passively encouraging corruption and allowing the corrupt to walk free,” it said.

“Tax money and resources that are meant to build the country are being wasted or siphoned for personal gain, and the quality of goods and services provided would be poor.”

In Kota Baru, Bernama reported that at least three high-profile cases with losses worth millions of ringgit were being probed by Kelantan MACC.

State director Datuk Moh Samsudin Yusof said investigations were still in the early stages involving organisations, individuals and senior government officials.

“The cases are related to tampering with government revenue, hindering revenue collection, incurring government losses and carrying out development project without following the rules,” he told reporters after opening the state-level International Anti-Corruption Day celebration yesterday.

A total of 31 investigation papers have been opened in relation to complaints of corruption in the state this year.

Commission urges public to be proactive


PUTRAJAYA: Drawing parallel to the Liverpool FC anthem You’ll Never Walk Alone, the Malaysian Anti-Corruption Commission (MACC) is calling upon the public to play a proactive role and work closely with them to nip all forms of corruption in the bud.

In saying that the fight against corruption was a never ending task, MACC deputy chief commissioner (prevention) Datuk Shamshun Baharin Mohd Jamil (pic) said the anti-graft body would continue to carry out its duties in accordance with the three key pillars – free, transparent and professional.

“Let me put on record that as long as there is a report, we will probe the alleged wrongdoer, and this includes politicians.

“We don’t need to refer to others or wait for the green light to start an investigation.

“As far as we are concerned, we will go after any shark or small fry in the public or private sector, regardless of their background, position or social status.

“Our target over the next three years is to clean up the public sector, particularly those involving enforcement authorities, local councils and government-linked companies,” he said in an interview in conjunction with the International Anti-Corruption Day today.

Shamshun Baharin said while it was impossible to totally eradicate corruption, the MACC would do all it could to cut down such unhealthy practices.

“Frankly, there is not a single country in the world with zero corruption.

“But our continuous anti-graft efforts have started to bear fruit and get strong public support.

“We have also received international recognition. Some countries have requested to sign MoUs to share our expertise,” he said, citing Bhutan, Bangladesh, Iran, Pakistan and Mongolia.

Shamshun Baharin said battling public perception was still its biggest challenge, and that the MACC was also trying hard to convince people to give information and lodge reports.

“Whistleblowers are worried about personal safety and that of their family members, so they choose to remain quiet.

“But this will permit wrongdoers to continue with their wicked ways for personal gain,” he said, adding that the Witness Protection Act 2009 and the Whistleblower Protection Act 2010 could be used to protect the identity of informers and keep them safe.

Shamshun Baharin said public expectation was high and that the people were scrutinising all cases, especially those involving big names and seizures, and alleging that the MACC was being selective.

“But they fail to realise that we only have investigative powers.

“Prosecution is solely in the hands of the Attorney-General while the courts decide on the verdict,” he said.
