Red flag in credit card fraud

 


With huge profits, it is time for banks and telcos to invest more in improving their infrastructure against rising criminal activities.

IT came as a huge shock to my colleague when she was saddled with a RM38,000 credit card bill – five transactions that took place in Brazil within minutes of each other, a country she had never visited in her life.

The purported expense came when she was travelling overseas. She only discovered her credit card was missing three months after the incident when the bank asked if she had her card with her.

“I was with another colleague in Hong Kong at the time. He received the same SMS alert from his bank. We both called our banks at the same time. But the difference was his bank stopped the transaction because they could not verify it,” she said.

Despite showing proof that she was in Hong Kong at the time of the transaction, her bank could not provide her with the details of the case as they did not ask the merchant for it. The minute they found out the transactions were physical, they washed off their hands and sent her a letter which indicated she was liable for the RM38,000.

“They even tried to charge a currency conversion fee, late fee and interest on the disputed transactions. Finally, after days of frustrating exchanges with the bank, I reported the case to Bank Negara, and only now the bank is reaching out to the merchant to investigate,” my colleague told me.

Sadly, her quandary is not something new. Credit card fraud is on the rise in Malaysia. But financial institutions in general argue that if a card is lost or stolen, it is still the responsibility of the cardholder if any transactions take place. But shouldn’t the onus be on the bank to at least perform due diligence on red flag transactions?

A year ago, banks under the ambit of the Association of Banks in Malaysia (ABM) and Associa-tion of Islamic Banking and Financial Institutions Malaysia (AIBIM) launched their refreshed #JanganKenaScam awareness campaign.

At that time, the associations claimed that the campaign underscored the banking industry’s commitment to combating financial scams and preventing fraudulent banking activities.

They have since implemented several security measures to fight scams, such as migrating from the SMS One-Time-Password (OTP), tightening their fraud detection rules, imposing a cooling-off period for first-time online banking registrations, restricting secure authentications to a single device, and setting up dedicated fraud hotlines for customers.

According to the two associations, these measures have successfully prevented fraudulent transactions worth RM351mil.

But combating fraudsters is a constant battle, with the banks themselves admitting that there is an upward trend and huge losses due to credit card fraud.

Over the years, The Star has published numerous articles highlighting scams and scammers and credit card fraud.

In fact, exactly 10 years ago, we published a front-page article on fraudulent credit and debit card transactions.

We wrote: “Many consumers are questioning the assurance banks give on Internet security after discovering that their credit and debit cards have been used in unauthorised online transactions.”

Ten years later, nothing seems to have changed. If anything, things have got worse.

A study by Ipsos last December revealed that an overwhelming majority of Malaysians have encountered scams, with a distressing number reporting substantial financial harm. The study indicated that scams are exploiting the digital realm, signalling a shift in criminal tactics that jeopardises our collective economic health.

Despite the additional security measures, the current national scam awareness campaign throws the entire burden of fighting scams on poor defenceless Malaysians, many of whom are retired, in their senior age, and somewhat gullible.

This is in stark contrast to what our neighbour down south has done – Singapore is holding the telcos and banks responsible for customers who have fallen prey to scams.

The Monetary Authority of Singapore (MAS) says financial institutions and telcos will have to compensate their customers who have been cheated if they are found to have breached their responsibilities.

These responsibilities include failure by banks to send outgoing transaction alerts to consumers and telcos failing to implement a scam filter for SMSes.

The Singapore authorities acknowledged that “responsibility for preventing scams should not lie solely with consumers but also with industry stakeholders”, such as the financial institutions and telcos.

The shared responsibility should also apply here because banks and telcos, as the primary gatekeepers, must do more to protect Malaysians.

Financial institutions play a critical role as a gatekeeper against the outflow of monies due to scams, while telcos play a supporting role as infrastructure providers for SMSes.

They must incorporate more circuit breakers and track the enormity of the scams that are taking place. Tracking is not good enough; they must also act on it.

With Budget 2025 to be tabled next week, I hope our reform-minded Finance Minister introduces stronger and better measures to help Malaysians and demand more from banks and telcos.

Banks and telcos have amazing balance sheets with huge profits. It is time that they invest more to improve the infrastructure against scamming and fraud.

Crime Watch !

Crime Watch...
(1) Today I passed by a building which has an ATM machine. There was an old man looking at me. Suddenly, he called me. He said he didn’t know how to read, so he gave me his ATM card and asked me to help him withdraw money from the ATM machine. I answered ‘NO! If you need help, ask the security to help you.’ Then he said ‘never mind…’ and continued to find other people to help him…
REMEMBER: ATM machines have CCTVs. If you help him he will later claim that you have robbed him or stolen his ATM card. Besides, his ATM card could be a stolen one. So please be careful of these tactics.

(2) Suddenly your house lights go off. From your window you find that your neighbours still have their lights. So you go out of your house to check the Meter Box. But once you open the door, a knife will be pointing at you and preventing you from closing it. This is when you will be robbed and injured.
REMEMBER: Even though your electricity suddenly goes off, DO NOT open your door immediately. Look around to see if there is anything unusual or if there is any noise around.

(3) This is another incident. You may have heard about it before; it is about a lady who saw a kid crying by the roadside. When she spoke to the kid, the kid told her he was lost and wanted her to take him home. The kid even gave her a paper with his house address. So she took him home. But when she rang the door bell, she had an electric shock. Later when she woke up, she was naked in an empty room.
REMEMBER: Being such a compassionate and helpful person might not be a good thing these days. Girls, please be careful. DON’T BE TOO KIND!

(4) One day, there was an old lady outside my house holding two packets of sweets. At first I thought she was our neighbour and wanted to give us these packs of sweets as a gift. But then when she spoke, I realise that she was foreigner. I could not understand what she was talking about. I guessed she must be asking for money. I sensed there was something wrong and immediately closed the door and ignored her. Later, I found she and an accomplice robbed someone else down the road.

(5) I was at the ATM machine to withdraw some money. Behind me, there was an old lady. She asked me whether I was able to withdraw my money because she said she had problem with the machine. Suddenly a small girl came up beside me. The small girl was tugging and squeezing in front of me. I thought she was just naughty and playful. But then, the small girl placed her hand inside the tray of the ATM machine where the money was being dispensed out; ready to take away my money. I sensed something wrong and immediately pushed her away. Later I realised that the small girl and the old lady worked hand in hand together. She was trying to steal my money while the old lady was trying to distract my attention by asking me questions!
REMEMBER: BE VERY CAREFUL when you are at an ATM machine and be alert. Look out for anyone suspicious around you!

(6) My parents are retired and stay at home most days. One afternoon, a young stranger went to their house and said his motorcycle had no more fuel and the petrol station was too far away, for him to push his bike there. So he asked my parents for an empty coke bottle to buy some petrol. He said he will pay RM2 for the bottle. So my mum gave one coke bottle to him. He really took out the money from his pocket, but it was a RM 100 note. He told my mum he had no small change and asked my mum to give him the change. Luckily my mum was smart. She just told him to take it for free.
REMEMBER: obviously that note isfake! Who would want to pay for RM2 for an empty coke bottle! It’s very OBVIOUS that that stranger was a trickster.

(7) This happened in Bali . A newly married couple was having their honeymoon at the hotel. When both were in the changing room, the wife suddenly went missing. The husband was very anxious and went around finding her. He asked the hotel staff to help him find her. Then he thought his wife was just playing hide and seek. So he went back and waited for his wife. After a few hours, he decided to call the police. Three weeks passed and there was still no news about his missing wife. So he went back and was very disappointed and sad. A few years later, he came back to Bali , to watch a ‘FREAK SHOW’ in an old house. He saw a dirty and rusty metal cage. Inside there was a lady without limbs. Her body including the face was full of scars. When he had a closer look at her face, he was shocked to find out that she was his missing wife caged there and used for begging.

(8) This happened in Shanghai . A few years ago, a lady reported to the police that her cousin sister was missing in the shopping complex. But after five years, one of her friends found her cousin sister begging at the road side on one of the streets in Bangkok , Thailand . The worst thing was that her cousin sister had no more limbs and her body was tied to a lamp post with a shackle (metal chain).

(9) Let’s just shorten this story. DO NOT open your house door when you hear the sound of a BABY CRYING! It might be a trap! Women in the house must be alert to this form of trick. The police said it is the work of a robber or murderer using the recording of a crying baby to attract your attention. This normally happens at night and when you are alone in the house.

(10) I read an email that was sent by my friend. Her friend, known as A, went to Luo Hu Commercial City with 2 friends, B and C. Luo Hu Commercial City is known as the Shenzhen counterfeit goods distribution center. There are many people there. It’s also near to the Shenzhen train station and Hong Kong ’s Luo Hu Port. C went to the toilet at the shopping centre while A and B waited outside. After waiting for a long, time they felt uneasy and went into the toilet to look for her. When they went in, there was nobody inside. Both were scared and they called C’s phone. There was no reply. So they reported to the police. The police asked them whether they had seen anybody suspicious going into the toilet. Both said there was none and it’s impossible to bring a person out of the toilet without them noticing! Then A remembered seeing a cleaner pushing a trolley in, and then coming out of the toilet. The police told them that were not the first time such a thing happened there. The police suspected a gang of criminals who were always attacking women in the the toilets of shopping complexes. They use cleaners to kidnap people to harvest their organs for sale.

REMEMBER: please be careful when using the toilet. Do not go to the wash room ortoilet ALONE (especially if you are female)! Please at least have a partner with you.

Worst credit card repayer!

Survey reveals many Malaysians do not settle their debts in full each month
PETALING JAYA: A global survey has revealed that Malaysians are among the worst credit card repayers in the Asia-Pacific region.

According to the survey, less than half of the local respondents polled online say they repay their credit card debts in full every month.

Given this, Malaysia has one of the lowest repayment rates among the developing markets that were surveyed.

About 15% repay more than the minimum requirement while 18% of Malaysians repay only the minimum amount required.

This is although two out of five Malaysians polled claimed to use credit cards for shopping, dining and entertainment.


In contrast, the highest repayment rate was in Taiwan, where 89% of respondents service their credit card bills in full followed by Japan (87%) and South Korea (85%).

Neighbours Singapore and Indonesia also fared much better with 80% and 59% respectively, while only Vietnam came off worse than Malaysia at 27%.

The Nielsen Global Survey of Investment Attitudes also showed Malaysians are generally one of the top 10 savers in the world, but 45% of the online respondents also have various loans and insurance payments.

Meanwhile, two out of five Malaysian consumers are investing their money via various channels.

“Of those investing, 67% prefer mutual fund/unit trusts, 49% prefer stocks, 27% invest in gold, silver and other precious metals, a quarter in structured investment products, 15% in foreign currencies, 10% in bonds and 8% in derivatives,” said Nielsen in a press release yesterday.

The survey also disclosed that less than 19% of respondents rely on financial planners or advisers when deciding on personal finance or wealth matters.

On the other hand, 43% of the respondents make their own choices without anyone's advice while 21% seek advice from friends, relatives and colleagues.

Just one in every 10 persons rely on investment tips from commentators, experts or spokesmen broadcast over television, radio or the Internet, and six per cent make investment decisions on impulse.

“Knowing consumers' attitudes towards wealth management while creating relevant opportunities to engage with consumers and manage their needs is still a challenging task for financial planners and investment institutions, especially when four in 10 consumers do not trust others when making financial decisions,” said Nielsen Malaysia's head of Customised Research Luca Griseri.

The Nielsen Global Survey of Investment Attitudes was conducted from Feb 10-27 this year and polled more than 28,000 online consumers in 56 countries throughout Asia Pacific, Europe, Latin America, North America, the Middle East and Africa.
